Does this make sense? No lunch because we’re short staffed?

So because we’ve been short staffed at my toxic workplace, there have been at least 3 days that we were not permitted to take a lunch due to a busy workday. Mostly due to someone calling out ON TOP OF us already being short staffed. Is this even legal? (I’m already thinking of quitting anyway)
