Employment offer below what was advertised

So I recently interviewed for a project manager position for a local manufacturer. The job was posted at $40k-$60k. Interviewed with the owner of the company alone, took me on a tour of the facility, and offered me the job on the spot, except he said, I’m thinking about bringing you in for 90 days at $18/hr, and then after that we can talk about a review. Any advice is greatly appreciated as I’m not sure I am comfortable taking a job that low with hopes I get a raise after 90 days. Do I just tell them to screw off? Or take the position, prove my worth, and hope they pay me what I’m worth? Thanks in advance!
