Almost a year in with no benefits, no pay raise, etc.

Started in a new field and took a low-paying position (for the field and my area) and was initially promised health care, retirement plan, PTO, commission, etc. (all the typical benefits of a FT salary role). I was also told verbally that I would get assistance for education and would be in a managerial role within 6 months. Well it’s been almost a year and I have no health benefits, no structured PTO, I have been given no employee review or discussion of pay, no access to educational opportunities, and no position change. To put it lightly, I am fed up and feel like my employer has not lived up to what I was promised. My employee contract makes a vague reference to me being eligible to participate in a number of company-sponsored benefits. Do I have any legal recourse with this? Or should I just quit?
