I was perfectly qualified to get assigned work from a completely different department when my boss needed it but not when I’m asking for a promotion

I'm pretty bummed out right now and I kinda just want to vent. I work in office administration for a healthcare company. The pay is a little low but the upside is worth it – flexible hours, no one really gives a shit as long as the work is done, 6 weeks vacation, and the other usual stuff. The only thing that irks me is I've noticed my manager isn't the most “on top of things”. For example, she lost a fiscal report I'd submitted to her and asked a bunch of other people to fix it instead of cleaning up to her mistake. There have been various other incidents like this but nothing too crazy (that's affected me anyway). I work in office administration for a healthcare company. The pay is a little low but the upside is worth it – flexible hours, no one really gives a shit as long as the work is done, 6 weeks vacation, and the other usual stuff.

The only thing that irks me is I've noticed my manager isn't the most “on top of things”. For example, she lost a fiscal report I'd submitted to her and asked a bunch of other people to fix it instead of cleaning up to her mistake. There have been various other incidents like this but nothing too crazy (that's affected me anyway).

However, a few months ago, a bunch of people from another department suddenly quit/left and the work started piling up. Silly naive me said “okay I'll help out” when my boss asked even though I have zero training/background in that area. Keep in mind, this is ALONGSIDE my regular work. So apparently no problem having me work on this stuff even though I'm not qualified.

Fast forward to about 2 weeks ago, I put in an internal application for a higher up position with a department I'd collaborated with at various times for a year now. I had 9/10 listed qualifications, the only thing missing was “2-3 years experience in this area” of which I had 1~. Shouldn't disqualify me, I thought. I've been here long enough and my boss has seen me work alongside them so she knows I'm capable.

Nope.

Meeting with my boss today where she told me “you don't qualify for the work in this role”. I didn't really say anything but I was instantly thinking back to the subject of this post – it was ok for me to learn on the spot when you needed me but fuck me when it's my turn right? And it's not even like I'm a complete novice – I'VE WORKED WITH THEM BEFORE, YOU'VE SEEN ME.

Anyway I just nodded along and then walked out. Spent the rest of the afternoon thinking about whether I'm overreacting or not. I really feel like this is incredibly unfair, atleast grant me an interview.
