Management out of control

I’m at the end of my rope and I don’t know what to do. I submit this for help: My direct supervisor continues to just bowl over my entire department. He claims we are to operate on our own with minimal intervention but will just go behind our back and change things back to how they were. He will go to see our patients without talking to us first and will make his own recommendations- and usually disregards our recommendations. If he calls our phone and we aren’t there he will BLOw IT UP, calling back to back upwards of 7 times. He tells us that the policy is one thing, but when we try to enforce it (and staff and/or patients get pissy) he will just go around us and do it anyway. He has attempted to add things to our job description without talking to us about it…

He will go to see our patients without talking to us first and will make his own recommendations- and usually disregards our recommendations.

He has attempted to add things to our job description without talking to us about it (instead he talks at us, tells us it is future based expectations, and then completely does not collaborate with us).

He has been reported to Hr for hostile work environment, racism, etc and HR says that “they don’t see that” and will just parrot whatever our management said.

He gives us graded quizzes that he claims are because JCHO requires employees to be competent at our job.

He also compares all of our productivity at the end of the year- in front of everyone. Despite, again, multiple employees telling him that we felt compared, punished and didn’t feel like we got anything out of this information.

He also does this weird thing where he will verbatim read to us- power points, paper forms, tables of information. We asked him to stop doing this so many times and he continues to do it.

Is there any hope?
