1 minute late equals 10 minutes docked

Just started a new job. Made it through my first week of orientation. Friday I finally got my employee number and access to the timeclock, manager inputs time during orientation. Was told to not be even 1 minute late on clocking in or we will be docked 10 minutes. I said that, that is illegal in the state of CA and that employees are to be paid for time clocked in and that is called wage theft. HR lady looked surprised and claimed she didn't know that. Can someone provide the link to the actual law for me so I can bookmark it for future use? Thanks!
