I just found out that the starting pay for new employees is the same as my current salary (with two years experience)! What can I do?

It’s pretty much what the title says. I work at a university in the Financial Aid Department, and I just learned to fix our staffing issue they are offering candidates the same salary as the veterans. We’ve been under staffed for a year… they fired our director (after a Title IX investigation) and decided to save funds and not replace them. And I’m top of that we’re training the new people! What should I say to my supervisor (who probably feels the same way) to get my point across in the most effective way? I would appreciate any and all advice! Cheers!
