Job Situation

Hi everyone! My first post here but its not about me. Its about my mom's workplace and I was wondering if anyone could possibly help out. There is this new shift manager at my mom's workplace. She is a nutcase to oversimplify. She is lazy, incompetent and racist. She at first would harass my mother and claim my mother would talk shit about her in Spanish (my mom's English isn't good and that lady doesn't speak any Spanish). My mother sorted it out with the General Manager and things cooled for a bit. Flash forward to tonight: that shift manager is now targeting an 18 year old employee. She refused to let the employee help my mother out with her closing tasks (she had a bad knee right now and does need the extra help) claiming my mother could do it all. She also prohibited her from speaking in Spanish…

There is this new shift manager at my mom's workplace. She is a nutcase to oversimplify. She is lazy, incompetent and racist. She at first would harass my mother and claim my mother would talk shit about her in Spanish (my mom's English isn't good and that lady doesn't speak any Spanish). My mother sorted it out with the General Manager and things cooled for a bit.
Flash forward to tonight: that shift manager is now targeting an 18 year old employee. She refused to let the employee help my mother out with her closing tasks (she had a bad knee right now and does need the extra help) claiming my mother could do it all. She also prohibited her from speaking in Spanish to my mother, earning a stink eye from a nearby customer. This isn't the first time she has prohibited this. My mother had discussed it with the General Manager who brushed it off as gossip.
The shift manager is also aggressive, slamming trays and doors when she gets mad. My mother describes it like a toddler throwing a tantrum.
Some background: the General Manager despite being Latino likes discriminating against his Latino employees and praises his white American employees, like the shift manager.. He has continuously supported this shift manager until my mother told him she would quit, which was when things got sorted out. I already recommended Human Resources but having worked for the company before I know they often like to cover their tracks. He has like 2 lawsuits pending for his behavior from former employees. Is there anything else they can do?
P.S. my mom is limited in job opportunities and in this economy she can't be leaving her job so that isn't an option right now.
