I was told that I would have to do “extracurriculars” (aka unpaid labor) to get promoted

I recently got promoted and, since I’m a planner, I had a discussion with my boss about what I should begin working on to get promoted to the next level. He said I need to start engaging in the “extracurricular projects” the company offers. I said “great! how do you suggest I prioritize this using my 40 hours?” (I’m salaried and OT ineligible) He responded that it’s on top of the 40 hours, to which I asked how I should charge that time, to which he responded I shouldn’t—and to think of it as “self development and improvement.” Editing to add he suggested I spend at least 10-15 hrs a week on these volunteer projects lmao
