Entering Buildings Times vs Starting Work Times

This could be an interesting debate between low level workers & high level workers. How do you think shifts should work? Should you start working at 9am (example) OR should you be in the building at 9am? In my workplace, I'm a manager and I don't really care about the start times as long as people aren't continuously starting their actual job late. I know that other managers have spoken to HR to try and punish these people and HR has the policy “If they're in the building at 9am, technically they're at work so there's nothing you can do about it”. What does Reddit think?
