On my 5th manager in the last 12 months and the company refuses to promote from within the team

Work at a tech company – We have 8 team members, 2 of which are very qualified (I’m not one of them) to be promoted and have been turned down for promotion. I know they’re going to leave soon. New managers who join have no idea what the team does and have to be taught by us every time they do join. An inflexible remote work policy has already seen two team members and two managers leave. I don’t even get it – why are companies doing shit like this when it’s clearly very unproductive? It’s clear to me that any future career prospects I have of advancing are impossible without just switching jobs
