Boss won’t give me my overtime money

Last spring break two of my co-workers went on vacation which left me to pick up there work, and I ended up working 46 hours in just one week. I should say I’m only 17 and still in school (but because it was spring break I wasn’t at the time obviously) I worked 7 days straight that week with my hours fluctuating from just 5 hours to 9 hours a day. When I asked my boss about over time he said “ I don’t do overtime” he also said he knew he wasn’t suppose to do this but said it wasn’t in his budget to pay people $18 an hour. This surprised me at the time I didn’t know what to say, isn’t there some sort of rule he’s breaking with me being underage and working that much on-top of not paying people overtime?
