promotion with pay decrease

I work my tail off at a group home for individuals with developmental disabilities and severe behavioral needs. Offered a promotion for a 40 cent raise. Between then and signing the paperwork, everyone at the company got a raise. Now the “promotion” is for 50 cents less than I’m currently making. Refuse the promotion or quit altogether? Lol
