Tracking our response time to emails…is this legal?

I work at a multi-billion dollar company. Recently we had a change in the management and the new manager is forcing us to record our responses to emails from certain people, on a shared excel. This is to keep us “fast and focused”. We have to respond in 48 hours and if we miss it we have to justify the reason. Also if we forward that email to someone else, we have to record their response time as well. My manager and half of the team is based in US, the other half is based in Europe. As title says, is this practice legal?
