Seeking advice: Company didn’t notify of need for insurance re-enrollment and coverage lost

Seeking advice on next steps. A friend was not aware that they needed to re-enroll for insurance and dental each year. Company claims to have notified employees via pamphlets but the employee works from home. Employee has found one email about open enrollment and it was sent hours before the enrollment period ended. Company is insisting the burden of re-enrollment falls on the employee and is offering no solutions. Currently they are without health and dental coverage and only discovered this because yesterday they were informed they require a root canal, which is over $3000 without coverage. What are their options? It appears as though private dental insurance will not go into effect for at least 6 months, at which time they would be re-enrolled in their company’s benefits. Is there an agency that they can report the company’s lack of communication to?
