Experience with getting hiring by HR instead of by the person who interviewed you?

I started working at new, smaller company about three months ago. I would guesstimate around 500 employees. I noticed they advertised other positions, to which I applied for their IT spot. Fast forward a week and I've been asking around as I have not heard anything from anyone after my interview. I discovered that the manager, who I would be working under, the same individual who is hiring for this position and interviewed me is in fact not per say hiring me. HR is. I believe it's based off of a points system during the interview process then the manager (and team who interviewed said interviewee in my case) hands over the paperwork to HR and they make the final decision out of the candidates. This eliminates biases, favorism, racism, etc. Has anyone experienced this? How has this gone for you?
