Got off of disability and ignored for months trying to go back to work

I have worked in healthcare for the last couple years (based in Ontario, Canada). Had to go on disability for some time due to health/mental health reasons. When my family doctor approved me to go back to work, I informed my workplace disability rep and was pretty much ignored for 6 months despite follow up emails. It wasn’t until I finally contacted a higher up that the ball got rolling and now I have a start date. My parents and everyone I tell are surprised I’ve been ignored for this long despite being ready to go back to work. I’ve asked why this has taken several months but I never received an explanation. My office does not have a shortage of work, in fact they were hiring new people while I was off. Part of me doesn’t want to go back now. Has this happened to anyone else?
