Base pay reduced when they get tips. Is that legal?

A friend of mine works at a local restaurant. When she is waiting tables, she makes a base pay of $2.81/hr. When she works as a “to go” server, she makes $13.00/hr, but if she is tipped via credit card, her employer reduces her base pay. She doesn’t know how much it’s reduced, just that her checks are light and she believes that she never signed a contract. Is she getting ripped off and what can she do about it?
