A “threat”? Would this be legal?

Recently there have been a string of pallet related injuries to varied employees at the warehouse I work at. The manager then told us that anyone who gets injured from a pallet from that point on would be written up an possibly terminated. Is that even legal to have a form of retaliation for a workplace injury? (Wyoming, btw)
