Advice about asking for a raise at my review

So when I got hired at my current position, I was told to request the top range of my salary that they offer due to my degree and experience. I interviewed, got hired, when it came time to discuss this, I asked and was promptly told (in a professional way) it wouldn't be approved as everyone else has requested the same thing for the same reasons and got it denied. (This was initial hiring). So my 1 yr mark is coming up and I make the low end right now. Between quoting the recruiter on top of all my accolades and achievements over the past year. How do I go about professionally pushing for the top salary? I believe I'm worth far more but this would be a 4K/year raise.
