Advice for dealing with illegal happenings at work

So I took up a job recently out of necessity at a kroger store in Colorado (king soopers) and I'm already not sitting well with how things are done here. I have seen one of the two night managers clock out for lunch and then continue to work. Confronted him about it and he basically had this attitude of “this is just how it is and it isnt worth fighting” during to the fact that the night crew is so understaffed that its impossible to get stuff done otherwise. Everyone else on the night crew seems to be the type that are too afraid for their jobs to have a spine also about this type of thing. I should clarify I personally have not been pressured into doing anything sketch yet but the morality of it bothers me enough to reach out anyway.
