Advice needed for wage theft

This may need to posted to r/legaladvice, but thought I'd try here first. In the US. Our “HR” rep consistently rounds our timecards down if we clock in early or late. For example, we get paid in 15min. Increments. If I were to clock in at 6:01, he rounds up to 6:15. Same with clocking out. If I clock out anywhere between 2:31 and 2:44 I get paid until 230. I am well aware of the “7 minute rule” where if I clock out between 2:30 and 2:38, it can get rounded down to 2:30, but if I clock out between 2:39 and 2:45, it has to be rounded up. Me and another worker have been fighting this for a while, he stops for a few months, then starts again. Last week, I clocked in 5 minutes late. I also clocked out 6 minutes late to both balance it out and test some waters. Is this covered under the 7 minute rule? I plan on clocking in and out perfectly on time for the next few weeks, and then clocking out a little early on one of my OT days (say, if we leave at 6, clock out at 5:50) to see if it continues. Also, last question, can I report it anonymously? One of my friends is the HR rep's kid.
