Am I eating the bait?

I am working as a T1 NOC tech with 2 years experience, 2 certs under my belt. Current job is 100% WFH which is huge for me but I currently make $21.54 hourly. (This is IA, USA) I am over due for a raise / promotion. Like I am 1 of 2 guys responsible for keeping just under 1300 sites online. Been just 2 of us for months at this point, the company can’t hire anyone to backfill because they offer $15 starting wage. After months of bitching, and getting a new manager who listens to my complaints he offered a tentative bonus to tide me over (1.5 weeks pay) for the mean time before a fairly certain promotion and raise if I complete a company sponsored cert course. I am over due for a raise / promotion. Like I am 1 of 2 guys responsible for keeping just under 1300 sites online. Been just 2 of us for months at this point, the company can’t hire anyone to backfill because they offer $15 starting wage.

This cert course is also something I fought to even establish before this raise was on the table and would take roughly 4 months to complete based on scheduling and the actual time required to compete it.

So my main question is, is it worth it? Should I just look for another job? The
main value I gain from this job outside of money is the requirements are fairly simple, I enjoy working in this field, and it’s 100% WFH.
