America wtf are you doing

I just sat through a meeting where I was offered an internal position and was told that “our typical agreement offers 6 weeks paid vacation instead of 5, in exchange you are not eligible for overtime pay, of which you are never expected to work. If you ever need an hour or two off or work an hour or two over, just balance it out. You are also entitled to 89 hours a year of work balance time off.” I asked what the guidance was or a typical reason for taking this off “just as and when you need to balance your work days and life”. I know this is a US centric website, but come on America.
