Anyone notice a large up-tick in job postings?

There is a car dealership near me that has 5 locations. They posted jobs for a service manager for each location, a parts manager for each location and technicians for each location. I've noticed this for similar companies as well. Multiple jobs that never seem to get filled, just to be posted over and over. I had a message from a recruiter asking for a time to have them call me to discuss the position i applied for. I replied and heard nothing back after a week, so I messaged them again. Still nothing. I've heard businesses say “nobody wants to work” so many times it's almost infuriating. I'm wondering if there is a relation between the two. I've heard businesses were/are getting money for having openings that they can't fill because “nobody wants to work”, so they're now posting non-existent jobs to get money rather than hire people.
