Are commission based compensation structures toxic?

To elaborate on the title, every past job I've had, the sales department was always kind of… special. I stopped for a minute to think about it and concluded that commissions must be a significant factor contributing to the toxicity that is often perceived from an outsider's perspective. I think that commissions breed a competitive environment rather than a collaborative one, which ends up attracting a specific type of personality, thus creating in-groups and out-groups. What's your thoughts?
