Are interim positions like this suspicious?

I was recently forced to take an interim position at a very well known and respected museum. However during the interview I had asked if the position I'd be the interim for was for someone on leave or something and they said no, they just wanted to make this new position (and maybe test it out I guess?). Now that I'm aboard there are like 5 other new interim employees in different departments (I'm Administrative). What's the deal with that? Another thing to note are that they refused to negotiate pay and other benefits as well so I am currently working below my worth and it's quite demoralizing but for now my only option.
