Advice on how to handle situation

So my situation is I'm a level 2 casual trying to get a level 3 contract full time (already working full time hours). In order to do so my direct manager and floor manager need to sign me off on training. I have done all my training and have been doing the amount of work for 4 people. There is just one single thing that I wanted to be reminded about before saying I was fully competent in it. I've been asking my direct manager and my boss all year to do my training so I can be signed off and done, however my manager is refusing to sign off. To be completely honest, sometimes things do slow down, so I will go out to run that 15 min errand, or take a little longer lunch. I get all my work done but if you had to put a gun to my head, sure, I probably don't work every single minute the company thinks I am. That being said, I do genuinely care about getting my work done, and would not take any liberties if I knew…

Your company is probably monitoring you through your computer. The host server for the company I work for has a monitoring program that cannot be uninstalled. I have to manually close the application every time I log in. Although, this is not about the company I work for, it’s for the host server.
