In Germany it is possible to obtain a bachelor's degree by participating in a 3 year program combining academic and vocational training. During that time you can earn according to this article
on average 1,115 EUR a month (see end of third paragraph) which is pretty close to the American minimum wage. There is also no tuition fees.
Honestly, companies have to accept you for such an apprenticeship and most students in Germany study “the normal way”. You will also not be able to make an academic career at a university.
However, I just wanted to let you know what outside the United States is possible.
