Best Way to Ask for a Raise?

Being the antiwork sub, I'm not sure if this is the correct place to ask this question, but I couldn't figure out where else to go.

Currently I work as a CAD technician doing product development (or, atleast this is what my title is). I work for a cargo trailer manufacturer and I make $23/hr. I feel a little bit undervalued for all that I do, but 23 is plenty of money, although I could stand to make more. I enjoy where I work and I feel I get treated well by everyone here, including the boss.

Outside of my CAD work (which includes a little bit of design work as well as creating blueprints for the production floor), I also am a licensed DOT driver. I make deliveries when needed, same for when parts from other facilities need picked up. I help purchasing as well, we have a pair of purchasing agents who are up to their necks in work so I help them out with cycle counting and placing orders. All in all I am the ONLY person here with any type of CAD experience. I am a back up driver for when times are slow and drivers are hard to come by, or if something needs picked up. And I help purchasing by taking on part of their job so they can focus on what they do.

2 things that frustrate me. First thing, everything kind of starts with me. If there is a new idea the sales team wants to try it's my responsibility to think it up and put it on paper, find the correct dimensions, print it up and get it to purchasing so we can prototype it. I'm fine with this, but the workload can get burdensome at times and people are left waiting on me. Makes things more stressful than they need to be, especially since secondly, a lot of people are getting paid considerably more than me.

A lot of workers here (mostly production floor and our receivers) are on “hitch pay”. This means they get a percentage off of every trailer that they build. I don't get hitch pay.

“well why not ask for hitch pay or more money?”

We had a new plant manager start about 3 months ago and he's already given me a 2 dollar raise. It was really late though (by like 6 months) because my previous plant manager was negligent and in the process of getting fired already. I should've had another review since then, but since it's only been 3 months since the new guy got here, I don't want to come off as greedy. I believe I deserve hitch pay too though, I am active in every facet of the trailers creation (except production, and even still i provide them the print to build) and have made changes and created systems that have made the process faster than before I got here. I asked for it once but got ignored, but now I have more experience under my belt. Idk i guess I'm nervous.

Can you guys help me out? How should I approach this situation????
