Boss is withholding my certification as ransom….[it gets worse]

I've been working for a company for about 10 months now. 2 months into the job I studied my ass off, committed almost 80 hours to just studying and doing the field work to get this certification but I finally got it. Now fast forward to now 8 months later I have now found out that my boss and the company never made the certification. So in fact I have been working in this field with no real certification to show and I've just found out about it. This is contrary to the fact that I need to be certified to be doing this job and I've been putting my name on all the paperwork. I brought it up to my boss that I was interested in getting the physical copy of this certification, twice now,The more recent time he loses his shit on the phone and says something along…

I was shocked by the tone that he just went to.

I basically told him 'no, I'm just asking a question'..

I've told other coworkers about the situation…one of which has brought uo some great points that this boss may not have even kept his own credentials up. This is insane. I'm wondering when the right time to report him is.

Are there any Lawyers on here that can give me some advice.

Edit: for context this tales place in Oregon, and it's a NIOSH Certification.
