Boss On A Power Trip with PTO

Happened yesterday. Our overall company doesn't have a Universal PTO rule, so they leave it up to the departments. My boss keeps moving the goal post. First the rule was with less than 30 days notice you must find somebody to fill in yourself, not unreasonable. Then it was “Find somebody to cover for you no matter what” which is kind of dumb but okay. I put in PTO for July in Mid April and found somebody to cover for it and everything. When I put the PTO in he made a comment like “Going on PTO again I see”. I don't think it is unreasonable to take 3-4 days PTO every 3-4 months, so the comment is unnecessary.
