Boss pretended she did not read the two weeks notice

Coworker of mine send an email with his two weeks notice attached. He is young and he does not know that in my country it has to be on paper (kinda backwards I know). My boss could have replaid with a one liner saying he has to send on on paper or simply say the notice does not count or she as the boss had the choice to actually accept it and move on. She even pretended that there was no email but later I found out they talked in a meeting with the other managers about it. Since she decided to not say anything my coworker is bound by contract to work for another month and he had to tell his new job he can only start a month later. Thankfully they accepted. I hate my place. Anyways… I am sending out resumes…
