Boss said he was going to charge me if the radio is on in my van.

So I drive a van for work every day, and my work phone is always connected to the radio through Bluetooth for taking calls from my boss, coworkers, or customers while en route to locations. Some people may find this odd but I don't listen to any music while driving. I prefer to be alone with my thoughts. So on that note I do not have the radio on or even the volume up. Also the volume for the radio and the volume fir the Bluetooth are separate. I never hear the radio. I guess however when my boss goes to move the vans in the morning the radio in my van is always cranked up and it startles him. He has mentioned this to me before and I've told him that I don't use the radio or turn the volume up. My phone automatically connects when I get in the vehicle so even when I turn the van on I don't get volume because it's already on Bluetooth. He's getting very irate about it and frankly my job is very physical and I'm exhausted when I get back to base and plus I have about 30 mins of paperwork and other responsibilities I have to do in our shop when I get back after a 12 or 14 hour shift. So since the van isn't making noise when I get back and I turn it off in that condition I really don't think about it. But I guess because it doesn't have my phone to connect to when he moves it in the AM it blasts the radio for some reason. Well he told me if it keeps happening he's going to charge me $50 every time it happens. I feel like this can't be legal? Is this just an empty threat? Like really? Charging me cuz the radio startles you in the morning?

TLDR; Boss gets startled by radio in morning when moving vans. Says he's gonna charge me for it.
