Boss uses some made up metric as an excuse to violate terms of contract

Boss uses some made up “standard output” metric to act like basically 1.5 shifts 5 days a week are either fine or employee's fault. Just the other day he was telling employees , that if they aren't meeting the “standard output” , then they should work well over 8 hours , which is what we have in the contract. P.s. Unfortunately, we have a toothless and corrupt labor agency in my country, so he can easily get away with a lot of wildly illegal shit. Not asking for any sort of legal advice, just wanted to vent.
