Boss wants me to keep 20 hours of PTO saved at all times

So I’ve been at this company since March. I’ve used 3 days of PTO in that time because of me being sick and this last time, my kid being sick. The company has combined PTO for both sick days and vacation days. When I first started, my boss suggested keeping 20 hours of PTO saved at all times in case of emergency. She also mentioned that she considers how much of our PTO we use when she does employee evaluations and if we have less than 20 hours PTO saved, she’ll use that against us. Well I had 20 hours up until my kid was sick and I needed to stay home with him. My boss went as far to tell me that management is looking at making her suggestion an actual policy because they’ve had so many employees using up their PTO and then taking unpaid days off. Anyways am I crazy for thinking this is fucked up?
