California- Salary and Overtime Question?

Hello Reddit Antiwork members, I have a question about an employee being on salary and overtime? My husband and I reside in the state of California. My husband works full time for a small construction company owned by relatives of his here in California Central Valley. They are paying him a salary of $2000 every two weeks. So $4000 a month. It’s not much in today’s California economy. Especially when rent prices here are $2000 a month for a crappy apartment. Trouble is, my husband’s company makes him work overtime to the extent where, if I calculated the hours he was working, it is way under California’s minimum wage. My question, is this legal? Yes I want my husband QUIT more then anything. But his family can play the guilt trip with him which is wrong and maddening……….. If this was reported to the California labor board, would they do…

If this was reported to the California labor board, would they do anything? I don’t care if they are his relatives but I would very much LOVE to see that construction company shut down. They treat employees and my husband badly and pay him as little as possible, zero benefits, to work out in over 100 degree weather for over 12 hours straight 5-6 days a week.
Any help, ideas, suggestions would be appreciated.
