Can an employer take away breaks for a medical appointment? (Ontario)

As the title suggests, I can't seem to find info about this. Is an employer allowed to take away breaks due to a medical appointment during the workday? Work from 9-6:30, have two 15 minute “mental health” breaks and one 30 minute break (yeah, not just giving an hour lunch should tell you everything you need to know about this employer). Have an appointment from 9-10 so likely can't start work till 10:30, but they're saying this will take away all breaks and the workday would then be 10:30-6:30 with absolutely no breaks? I know this is totally shithead unethical, but is it illegal?
