Can an employer tell you to not discuss management?

I know they legally can’t tell you not to discuss pay/wages, but can they tell you not to discuss (bad) management with coworkers, on the clock or off? Example: Scheduled until 4pm, closer shows up at 3:30. Employee 1 clocks out at 3:45, but decides to stay and chat w/ Employee 2. Management is discussed as well as other non-job related things. Can the employer tell E1 that when E2 comes in, they need to clock out and leave immediately?
