Can an employer (Walmart) withhold tips, and not notify customers about it?

I have been working at Walmart in Ontario for the past 10 months as an E-commerce Associate. Everyone I work with, including my own department manager, considers myself to be a manager too, even though I am not a manager. I know how to do the job efficiently, and I drive positive results throughout the entire department (I know my shit), and it’s obvious to others that I do. Still, my boss is refusing to promote me, and instead are promoting other people around me, for the soul reason that I am carrying the entire team (if I was a manager, I’d have separate responsibilities and the workplace would suffer as a result). I am working at minimum wage ($15 in Ontario), and have never accepted any tips (because I’m not allowed to). I’ve had 2 people try to give me money (which I’ve said to them that I’m not allowed to take). It surprised them that I wasn’t allowed to take their tip, and I’m working minimum wage…

Also, someone I work with got scolded by my manager for accepting a $3 tip, and the customer “insisted” the associate takes the money or they won’t leave, and so they did, and my manager became aware of it by viewing them on the camera…

I’m quite surprised honestly that more people haven’t tried to tip me… it’s not like I’m loading the groceries into your car within 3 minutes and you don’t have to step one foot out of it… I’ve had a ton of positive feedback through our surveys, but still no sign of promotion whatsoever. My manager ended up promoting a useless lady who had worked for only 3 months (when I was at my 8 month mark).

I’ll be quitting this job next month, I can’t wait!

TLDR: Walmart company policy states that we cannot accept tips. Even if we provide exceptional service, we cannot accept tips. It’s stupid!!
