Can anyone explain the reasoning for this attendance policy?

What reason would a company have for making a policy that an employee who calls out sick without sufficient PTO banked to cover the time off will get written up? The employee would already be going without pay, so I can't imagine many people would make it a habit to call out for unpaid time. And I really don't think it would do much to actually help with attendance…
