Can they legally take money from me?

I’ve been told that if we don’t complete a vehicle safety check on an app that we will have money taken off us every time it’s not done. Is this legally allowed in the UK and covered by any legislation as this sounds straight up illegal to me. Any help would be greatly appreciated!
