Cannot get my sister to comprehend that she must be paid for all time worked

She said she has to go in early today because she has to do her PA's job. I asked her if she would be clocking in early. She said no, because she works 12-hour shifts and policy states she cannot work more than 12 hours. “Will you start working 15 minutes early?” “Well, yea.” “Then you need to be clocked in. They have to pay you for all of the time that you work. It's literally against the law for you to be working off the clock.” “I can't be clocked in more than 12 hours. Clocking in 15 minutes early isn't going to make a difference on my check anyway.” “It doesn't matter, they have to PAY you for every minute you are WORKING.” “But we can't clock in early.” And the conversation went in this circular fashion until I finally said, “Ok, I'm not talking about this anymore…

I don't understand how people are just okay with being taken advantage of like this.
