Choices of words?

I wanted to ask what your thoughts are with regards to company reminders that I guess are necessary (in one respect) but how you feel when they are worded in quite a harsh or unkind way. We had a company-wide message today regarding the use of phones at work, which I mean I understand wanting to limit it, and I can think of many different ways management could approach asking for that. Of all the options, how does our management choose to word it…? “As per employment law, once you have clocked in your time belongs to us. Anyone caught using their phone or partaking in any other action that could in anyway be of detriment to your work performance during work time will face punishment, this may include us refusing to pay your wages, and potentially further disciplinary action.” I get there are targets and work performance is important…

I get there are targets and work performance is important but I found that wording quite distasteful.
