Circular logic at work

At new employee orientation I was told that Social Workers (which is what I do) can’t join the union, while everyone else can. Doctors, nurses, secretaries, medical coders, janitorial staff, yep. Social Workers, nope. I go and talk to the Union President and he tells me that Social Workers can join but aren’t part of the charter, why? Because we haven’t organized as a group & asked to formally join the union as a group. Well if all the Social Workers who are hired are told they can’t join, why would they ever get together and try to join? So now I’m trying to organize it. I go to my boss who tells me, “I don’t think social workers can join the union”. It’s just a giant circle of excluding my group of workers apparently.
