Co-worker is always offering to work off the clock

I’m one of the union reps so I don’t necessarily want this person to get in trouble at work over this but when he clocks out for his lunch he still offers to work. By our contract we’re supposed to receive 30 minutes unpaid off the clock for lunch. Most people take it in the lunch room, but this person is a bellman, and he will still run luggage while on lunch. I’ve told him several times to not do this as he’s not on the clock, and if he gets injured doing work related tasks while off the clock he won’t be entitled to workman’s comp. This isn’t something where you’re clocking out and just dropping keys at the security office on your way out, or in retail or restaurant work locking the door after you clock out. He’s legitimately running luggage because he wants the tip from that.…

I’ve spoken with him several times, but he’s such a bootlicker and says “the guests come first.” Which when we’re on the clock is one thing, but he legitimately gets mad when we take out lunch and and tell him we’ll get back to work when we’re done with our lunch. How do I get through to him regarding this?
