College Degree, 39, and can’t find job cleaning toilets

I worked in finance for several years per my degree. I wanted to go back to school for data science, couldn't afford to finish. Due to the gap this created in my resume no one will hire me. Mostly my old job doesn't exist anymore and for the most similar jobs there is always another candidate. I can't find a job at all in my field. I tried signing up for government sponsored career counseling, no one will write me back and everything is remote so there is no office to go to. I have been looking for jobs as a home cook and house cleaner, and no one will hire me. I don't have experience. Literally I am at wits end. I had Covid and didn't get paid for 2.25 weeks because I'm an hourly worker. I am at a point where I can t find a second job fast enough, can't pay rent for the end of the month, can't get a resume or job search assistance from the government.

I am at a loss as to what to do anymore. And I used to be a really good worker when I worked in finance. I just need somehow to find someone to help me figure out how to transfer those skills.

If I could afford to finish college and get my new degree I could find a job.

I'm at a point of despair. I am beginning to think I should apply for section 8 anywhere in the State I live in so I can at least be housed, and go to the nearest college to get my second degree.

There is no financial aid if you need to get a second degree, yet what happens if you need to retrain because your job no longer exists?

What happens when you have 2 part time jobs and no health insurance, but live in an urban area where rents and wages are higher so you just miss the cutoff for subsidized health insurance.

I'm so fed up with this country – I would leave if I had any money with which to do so.

If anyone has genuine suggestions, that would be great. I am thinking about reaching out to my local assemblyman and telling them I can't get help with resume or career services. Maybe they can help.

Worse yet- I can see how you can easily work 60 hours across 2 jobs with no health insurance and barely scrape by on rent, let alone save anything. This is not the answer. I'd rather go on section 8, leave literally all my friends behind, and get a second degree in hopes of digging out of this mess.

One mistake of trying to further my career ruined it. My parents were poor and I didn't save enough in finance as I had to take care of them when they were terminally ill. If our country had better assistance for dementia patients – I wouldn't have even been in this situation.

ADDED: I just want to add. Being a risk manager is one thing, but the jobs are so specialized now, risk manager of mid-size fund derivatives, risk manager of card authorization operational risk. The problem is all jobs are now soooo specific? Has anyone figured out how to deal with that. To do something similar that is so close but not 100% the same?

I'm not sure why the hiring managers won't take a 90% match in responsibilities. Or I'm thinking maybe the market is flooded. I am beyond confused. Is it an Exodus of jobs out of the NYC Metro Area? Clueless at this point.
