Company denying part of my leave pay

Basically as the title says, I left a company for a new better one. However the old company is trying to say my pto is not included in my last paycheck because of a new company clause. Should I contact a lawyer, or the board of labor? Is there anything I can do? TLDR; due to new clause company no longer required to give pto when someone leaves so now I’m out over $1000
