Cost of customers meal deducted from my gf paycheck?

I'll try to keep it short. Basically my gf works for a Japanese steakhouse food chain called “kojis” she's a server and hostess. She works well does her job right and receives no complaints. She's on time, doesn't miss work, and even comes in on days off. The point is she's not a shitty worker deserving to be punished. Today she made a meal exactly as a customer orders. She comes back after turning in the order and the lady says “oh did I say (insert meal name Here) I meant (another meal name) gf says okay no big deal. Changes the order to what she said she wants and takes it to the kitchen. When she comes back to the table with the food the lady tells her “oh never mind we don't want it it'll probably be bad by the time we get home” so she doesn't pay…

Now the manager tells my gf “you can either pay for their food (the first order change and the second food the order was changed to) in cash or have it deducted from your paycheck” she has no real choice here and doesn't get a say in whether or not it happens.

She did her job right but has to pay for the customers food because they changed their mind? Is this legal?
