Current employer heard I might be leaving: “We’re hoping to find someone who isn’t doing it for the paycheck”

So my prospective employer insisted on doing a verification check with my current employer after making an offer on contingency of that. My manager just approached me this morning to talk about it. I say yes I will be considering another offer. Part of the reason I am leaving is chronic understaffing and I tell them that. Then goes something like this: “We have been trying to hire, we’ve had open job posts for months… but no one wants to work” “May i ask how much you are offering?” “16$ an hour” We are a construction consulting firm and the role requires some technical expertise and a lot of responsibility to go to these construction sites alone and complete work. Me: “i don’t think you are going to get quality candidates with that… and if you do they aren’t going to stay” Pause. “We are hoping to find someone who…

LONG PAUSE. I give a tiny lips pressed together smile. “Ok….”

Again, we are in construction consulting. Who the hell is doing it not for the paycheck?
